High Prairie, Alberta – The High Prairie School Division Board of Trustees met for their regularly scheduled meeting on Wednesday, March 20th, 2019. Trustees began by approving the consent agenda.

The Board then moved into discussions on elections and by-elections as it relates to school boards.

Mandatory Entry-Level Training (MELT) was then reviewed including the extension for school bus drivers to July 2019. The conversation focused on the legislation and how it relates to recruiting and training bus drivers, especially spare bus drivers, with the now 60+ hours of training and the additional cost of training. Additionally, the air brake training for bus drivers currently being the same as those driving semis and other load-driven Class 1 and 2 vehicles. All HPSD buses have air brakes which, although more costly at the initial purchase of the bus, have decreased maintenance and operating costs over the life of the bus. Trustees made a motion to write a letter to the Premier and the Ministers of Education and Transportation as well as the Alberta School Boards Association (ASBA) and Public School Boards’ Association (PSBA) to request that all school bus drivers be exempt from MELT.

The Board then reviewed the 21 Alberta School Councils’ Association (ASCA) business meeting resolutions. Trustees reviewed each of the resolutions to plan to develop talking points to address any questions from local school councils.

Trustees then received a delegation from Mentor Coach Corinna Horsman. “The goal of the mentorship program is to provide confidential, non-evaluative support to all new teachers in the division”. Corinna outlined her year at-a-glance in providing mentorship and supports to teachers. Mrs. Horsman additionally discussed the first few months of support for new teachers, new teacher orientation, and the tri-divisional collaboration day. Corinna showcased the New Teacher Handbook and the weekly newsletters she sends to new HPSD teachers which includes resources, information, and general supports. Trustees noted that they often hear praise of the program from staff.

Trustees then discussed the ASBA zones and the role they play in supporting education. They then examined a proposed motion from Holy Family Catholic Regional Division for the upcoming ASBA Fall General Meeting (FGM) regarding the mandatory vaccination of students in Alberta’s publicly funded schools. Trustees voted in favour of supporting the proposed motion. Trustees also reviewed a proposed motion for exemption of school bus drivers from (MELT) for the ASBA FGM.

Trustees then examined board advocacy including the goals and objectives of the division. They voted to form an ad hoc committee for board advocacy with Karin Scholl, Steve Adams, and Lorrie Shelp as committee members with HPSD’s Communication Officer working with them to assist with communications and messaging.

The Board then discussed school councils and questions that were raised regarding school council bank accounts.

Trustees reviewed who was attending the upcoming Public School Board council meeting.

The Board approved the 2019-20 school year calendar and the 2019-20 operational calendar.

Trustees received and approved the Finance Report. The Board moved to delay their upcoming budget meeting. The meeting then went into closed for the remainder of the day. The Board came out of closed and announced that they had appointed Jody Frowley to the position of Secretary Treasurer effective September 1st, 2019.
