High Prairie School Division Board of Trustees met on Tuesday, October 26, 2021, for their regularly scheduled meeting. The meeting started with the land acknowledgement and the approval of the consent agenda. The meeting then moved into the rest of the agenda items.

 

The Board discussed the option of having their meetings hosted online. The discussion included what options would be available, cost, hosting and whether the video was live or uploaded at the end of the day. The Board has asked administration to investigate further into options around hosting videos of board meetings.

 

The next item discussed was meetings with Alberta Ministers that the Division works with on education-related topics. Trustees will review items for discussion at their upcoming planning and priorities meeting.

 

Trustees then opened discussion on the special meeting held on October 8, 2021, regarding mandatory vaccinations. The discussion included input from staff and community, information presented from trusted sources about COVID-19, relevant legislation, vaccines, and other best-health practices, questions on the proposed administrative procedure, and implications for all stakeholders. The Division was advised to bring in a mandate from legal representation, the Ministers of Health and Education, and the Division's insurance provider. ATA is strongly in favour of a vaccine mandate, CUPE is neutral until viewing the administrative procedure. The insurance underwriter has announced that policy premiums related to COVID-19 would be required to be payable by the Division. The initial additional cost for the COVID-19 vicarious liability insurance, which could be required for school authorities not implementing vaccine mandates for adults in schools, is estimated by Division insurers to be $600,000. The Board of Trustees has directed administration to gather additional information pertaining to questions that arose during the discussion. This discussion was in the questions and answers section of the meeting.

 

Trustees received a delegation on the Transportation Department dashboard regarding school bus fly-bys.

 

There was a discussion on the school bus driver/spare bus driver shortages. Director of Transportation Harry Davis reviewed with Trustees the current strategies used to recruit staff and plans moving forward. It was noted that driver shortages are being experienced across the province.

 

Trustees set November 2 as the date to complete the Trustee orientation.

 

The Board discussed upcoming school reports to the Board. Tentative dates are being proposed in December and early January. Community engagement sessions are being planned to coincide with the same dates. Information on the community engagement sessions will be sent out to school communities when details are finalized.

 

The next agenda item was the Alberta School Councils' Association (ASCA) proposed advocacy resolutions. The call for advocacy resolutions for the ASCA annual general meeting, scheduled on April 24, 2022, is posted on the ASCA website https://www.albertaschoolcouncils.ca/about/annual-general-meeting.

 

Trustees approved the Board Year Plan regarding dates of upcoming events.

 

The Board approved a $100/week student teacher stipend for student teachers coming to High Prairie School Division to complete any of their student teaching sessions.

 

Trustees received the Finance Report and then moved into closed for the remainder of the agenda.
